While adhering to many of the same standards as commercial broadcasters, community radio stations are not commercial entities and do not have shareholders. They have a distinct obligation to the communities they serve, which is reflected in their programming content. Community radio operates as an alternative to public broadcasting. South Africa recognizes community radio as a cornerstone of democracy.

The nature and function of the community radio sector are regulated but not controlled by the state. Community radio is participatory and has the potential to influence the behavior of its communities and serve as the voice of civil society.
